The Washington Center • Cybersecurity Accelerator Program | Program Schedule Andrew Scott Analyst, Alethea Group Andrew Scott is the Associate Director for China Operations at the Cybersecurity and Infrastructure Security Agency (CISA), where he leads an interdisciplinary team focused on bolstering the nation's cybersecurity and physical resilience to hybrid threats from nation-states, including the People's Republic of China. He has spent over twenty years in government working on cybersecurity and technology issues across the policy, intelligence, and diplomatic communities. Prior to CISA, Andrew served in the Biden-Harris Administration as Special Assistant to the President and Senior Director for Cyber Policy on the NSC staff, where he led international cyber policy efforts, including the coordinated response to the SolarWinds and Hafnium incidents as well as bolstering cybersecurity support to partners in Eastern Europe and the Indo-Pacific. He also served at the Central Intelligence Agency where he was a member of the Senior Intelligence Service and led analytic and operational efforts focused on cyber threats and emerging technology risks. Andrew has a Bachelor's degree from The University of Michigan and a Master's degree from Georgetown University. Originally from Michigan, Andrew lives in Washington, DC with his wife, a teacher in Fairfax County Public Schools. Bailey Winsor Analyst, Alethea Group Bailey Winsor is an Analyst at Alethea Group, where she supports government contracts and curriculum development. Winsor has a Master of Science in Terrorism and Homeland Security Policy with specializations in domestic extremism and cyber policy from American University and an undergraduate degree in Political Science from Washington State University. Prior to working at Alethea Group, Winsor spent two years in project management roles.
